Solutions for the Problem of Road Transit

High transport quality and low costs in merchandise road traffic foster international competition and specialization – two factors basic to the affluence of modern industrial societies. The external cost of transit traffic has to be borne to an overproportional extent by the resident population of the regions concerned which therefore calls for its limitation. The measures advocated are of rather different ecological and economic impact; the most efficient way to attain the intended goals would seem the restrictive handling of transit permits combined with a competitive distribution mechanism.
