Medium-term Prospects for Public Works Construction

Public works construction has been stagnating since 1976; setbacks in the construction of roads and power plants have not been entirely offset by construction of sewage systems and of railroads. Public work construction will increase slightly until 1991, with large projects in the transportation, energy, and water supply sectors nearing completion. A sharp reversal is likely after 1991.
