To limit global warming to this level, global net CO2 emissions must be reduced to zero by 2050. The 27 remaining EU member countries agree to the UK's draft withdrawal treaty from the EU. The British Parliament's approval of the "Brexit Treaty" is uncertain. – The Austrian Constitutional Court makes a general clarification on a ban on the access to assets of nursing home residents. According to the European Court of Justice, the Upper Austrian regulation of a different level of needsbased minimum benefit for Austrian citizens and beneficiaries of subsidiary protection and of asylum is contrary to EU law.
