naBe Action Plan: Impact Analysis of Sustainable Public Procurement in Austria

The study analyses the effects of the "National Action Plan for Sustainable Public Procurement" (naBe). The first part of the study examines the status quo of federal procurement as a whole – in terms of volume and structure – and analyses the effects in terms of value creation, employment and emissions. Including outsourced companies, the federal government's procurement volume in 2019 is estimated at over 25 billion €. The second part of the study looks at six key procurement areas – food, electricity, IT equipment, mobility, building construction and civil engineering – and draws up detailed impact scenarios for the naBe criteria. The results show that the expected annual additional expenditure will increase to 111 million € by 2030 and will be accompanied by substantial economic (GDP effect +123 million €) and environmental effects (CO2 equivalents saved: 43,000 tonnes).
