Substudy 14: Active Labour Market Policy

Active labour market policy approaches focus directly on the labour market and address individuals labouring under employment problems. They are intended to improve the matching process on the labour market and to balance the unemployment burden between population groups. Starting out from an overview of the labour market development, the substudy describes the tools available to labour market promotion and their effectiveness on the basis of the literature on international evaluation procedures and Austrian findings, and illustrates the growth of the Austrian labour market budget. The study also identifies general points for intervention. Effective measures are typically characterised by their application reflecting the needs of the target group. For this reason, group-targeted intervention approaches are discussed in more detail.
