KMU und öffentliche Auftragsvergabe; SME and public procurement

The study examines the situation of small and medium-sized enterprises (SMEs) in public tenders. On the basis of several linked data sources, the status quo, i.e. the extent to which SMEs are involved in public contracts, is presented first. Subsequently, it is analysed which factors contribute to the success of SMEs in public tenders. In addition to a survey of the international literature, this part is mainly based on qualitative interviews with stakeholders and quantitative evaluations of award data. Based on this, the final part of the project develops measures which can improve the situation of SMEs in public procurement.
