The Role of the Non-Profit Housing Companies for Housing Construction and Property Markets in Austria

In addition to distribution aspects, non-profit housing is also relevant for stability reasons, as it provides a large supply of housing that primarily follows a cost-covering logic instead of profit expectations. Against this background, this project analyses the price-dampening role of non-profit housing construction companies and illustrates their contribution to the economy and financial market stability. It focuses on three effects: the quantification of the price and housing cost dampening effects of non-profit housing construction, its indirect price dampening effects on the profit-oriented housing market and aspects of financial market stability. In addition to the identification, description and prioritisation of the main impact channels, the role of non-profit housing in terms of the macro-prudential instruments will be analysed.
