Evaluation of the Subsidy Programme "Sauber Heizen für Alle"

With the subsidy programme "Sauber Heizen für Alle", the Federal Ministry of Climate Action, Environment, Energy, Mobility, Innovation and Technology supports low-income households in switching from fossil-fuel heating systems to sustainable climate-friendly heating systems. The subsidy targets households in the lowest three income deciles who are owners of a one- or two-family house or townhouse with their main residence at the project site. Funding can be up to 100 percent of eligible costs. In the context of the study, the programme is evaluated from several perspectives. In addition to the evaluation of the subsidy database of the federal government, interviews will be conducted with administrating agencies and energy consultants as well as an online survey of the subsidy recipients. From the results of the surveys, conclusions can be drawn about the strengths and weaknesses of the programme and recommendations for improvements and its implementation can be derived.
