Evaluation ot the Austrian Forest Fund

Concept for the Ex-post Evaluation of Measures 7 and 9

The Forest Fund is a financing instrument to strengthen the sustainable management of Austria's forests and to promote innovations in the wood-based value chain. This report focuses on the following measures: measure M7 "Wood gas and biofuels" and measure M9 "Increased use of wood as a raw material". Conceptual considerations were presented on the basis of which the evaluation of these measures can be carried out. In this concept, concrete evaluation questions for the individual projects were elaborated, which can be used as a basic framework for the ex-post evaluation. The focus is on operationalising specific output, outcome and impact indicators. Based on these, cost-effectiveness ratios can be determined. These can be related to the determined degrees of goal achievement and subsequently, together with the evaluations of the other measures of the Forest Fund, provide information on the success of the programme and possible approaches for improvement in any subsequent programmes.
