Evaluation Concept for the Austrian CAP Strategic Plan 2023 to 2027 or 2029

With the CAP Strategic Plan, important measures of the Common Agricultural Policy will be implemented by the end of this decade. The success and effects of the interventions will not only be recorded through annual monitoring, but must also be evaluated. For this purpose, effectiveness, efficiency (cost versus effectiveness), appropriateness, coherence and contribution to added value are assessed at Union level. The goal of the CAP Strategic Plan evaluation is to improve the quality of the concept and the ongoing implementation of the plans. To do this, evaluation questions must be developed that can be answered based on available data and using appropriate methods. Because of the diversity of objectives, there are numerous interventions, some of which interact with each other. This report documents the processing steps to develop an evaluation concept and its results. The purpose of this concept is to support the preparation of the evaluation plan of the Austrian CAP Strategic Plan.
