Challenges for the Future Labour Market

In view of the economic framework to be expected, programmes customised for unemployed and socially marginalised individuals need to be developed that take into account their many problems and improve their labour market opportunities, thus enabling them to be sustainably reintegrated in the labour market. Unemployed individuals of little or no qualifications have almost no prospect of being integrated in the labour market and are almost inevitably affected by long-term unemployment. In order to overcome their impediment, they need special education and employment measures that combine practical, company-based training with theoretical education in school – similarly to the dual-track apprenticeship training. Here, the "third sector" could offer a bridging role to reintegrate them in the labour market by offering employment opportunities in sectors that do not compete with the private market but still provide some momentum for it.
