Accelerating structural change in the 1990s, driven by onging globalisation and technological change, has generated new challenges for the unskilled labour market. Yet, although jobs for the low-skilled are disappearing due to productivity gains and the reduction or outsourcing of production, there will still be some demand for unskilled work. While such jobs will be lost in fields where business raises its skills requirements and replaces unskilled labour by skilled labour, new employment openings will appear in the labour-intensive segments of the personal and social services sector.
