WIFO Study: Labour Market Policy Measures Regarding the Greening of the Economy
So far, the tasks of labour market policy have rarely been linked to questions of ecological sustainability. Against this background, the Austrian Institute of Economic Research (WIFO) and the Institute for Analysis, Consulting and Interdisciplinary Research (abif) provide an overview of initiatives for the ecosocial transformation and elaborate future employment potentials and qualification requirements.

The key results of the study were presented at a press conference on 6 July 2023 with the new Executive Board of Austrian Public Employment Service (AMS), Johannes Kopf and Petra Draxl, Julia Bock-Schappelwein (WIFO) and Andrea Egger (abif).

The demand for green jobs and climate-relevant professions is continuously increasing: in 2013, an average of 3,360 vacancies in climate-relevant professions were reported to the AMS, in 2022 the figure was 14,116. The greening of the economy means above all a change in job profiles, as WIFO economist Julia Bock-Schappelwein explains: "There are a number of occupations in which new tasks are added due to the greening of the economy. This is the case, for example, with roofers and installation and building technicians. In addition, new occupations are emerging, such as service technicians for wind power and photovoltaics. But there are also a number of occupations where the tasks do not change significantly, but which are in greater demand, such as bus drivers or carpenters.

The research design is characterised by a methodological triangulation approach and includes expert interviews and a comprehensive literature and data research (Eurostat, Statistics Austria). The focus is on the good practice analysis of measures of European Public Employment Services to support the employment of low-skilled, job-seeking persons in the field of eco-jobs.
