The Effect of the Cross Border Agreement and the Trainee Agreement on the Labour Market in Burgenland

In the context of a detailed analysis of the implementation of the Cross Border Agreement as well as of the Trainee Agreement over the last 10 years, we look at the development and structure of cross border migrants compared with people from Burgenland, other foreign workers and workers in the bordering regions of Hungary. Furthermore, we investigate the effect on employment growth in Burgenland and the effect on the jobs offered at the Job Centres in Burgenland. Above all the following questions were discussed: • Were businesses in Burgenland provided with the qualified workers that they urgently needed? • Can any changes in employment, unemployment, and jobs on offer be observed as a result of the agreement? • In those branches which are affected can any added value be detected? Based on this analysis, scenarios for cross border co-operation over the next year were developed.
